I'm sure you can do this yourself, it's pretty simple.
Just create a GUI via Script when a player says "Help" in the chat.

That is a request, and if you keep requesting then you can get in trouble, and lead to spamming. If you keep requesting it leads to spamming.

xLEGOx actually made one. It is open source, if you need to see an example of the code.
